بعد نجاح دورته الأولى في تحقيق أهدافها على مستوى محلي، توسع المهرجان ليشمل بلدان المغرب العربي ومصر. واستقبل عددا مضاعفا من الأفلام وبذلك ارتفع عدد الأفلام المنتقاة للمسابقة. وقد ساهمت إضافة قسم "نظرة آخرى" إلى الزيادة في إشعاع المهرجان. وأمام تنامي حجم المهرجان تم ادماج عدد من المشاركين والمشاركات وأيضا من المتفرجين في الهيئات المنظمة من أجل تأمين حسن سير أيام المهرجان . في دورته الثانية أكد المهرجان على طابعه الشبابي المستقل والملتزم بقضايا محيطه

درس زياد اليتيم الإخراج في المعهد العالي لفنون الملتيميديا بمنوبة. ولاقى مشروع تخرجه نجاحا كبيرا نال به العديد من الجوائز وكان إعلانا لكتابة سينماتوغرافية جديدة تريد أن تقطع مع السائد. وهو يعد من جيل المخرجين الشبان التونسيين الذين يعملون على طرح جمالي جديد في صناعة الصورة. اشتغل في أول مسيرته كمخرج اعلانات وقد وجد في الأغاني المصورة مجالا لتحقيق نظرته الجمالية وإيصالها للجمهور، كما أخرج زياد اليتيم سلسلة للتلفزيون لاقت نجاحا جماهيريا كبيرا.
Il a étudié la réalisation à l’ISAMM. Son premier court métrage projet de fin d’étude qui fut tant acclamé et primé, vient annoncer une nouvelle écriture cinématographique qui tend à rompre avec l’écriture classique. Il est ainsi considéré parmi la génération de jeunes réalisateurs qui travaillent sur un propos esthétique nouveau. Il a débuta sa carrière avec la réalisation de spot publicitaire et trouves dans l’art du vidéo clip une consécration à sa vision esthétique et une manière à la faire parvenir aux spectateurs. Il est aussi le réalisateur de « El Hajema » une série de télévision de grand succès.
He studied directing at ISAMM. His first short film, a highly acclaimed and award-winning graduation project, announced a new cinematographic style that tends to break away from classical writing. He is thus considered among the generation of young directors who work on a new aesthetic plane. He started his career with directing advertisements and found in the art of music video production a devotion to his aesthetic vision and a way to make it reach the spectators. He is also the director of "El Hajema", a very successful television series.

هي أستاذة محاضرة في الفن المعاصر في جامعة الآداب بمنوبة، وباحثة في المعهد العالي للحركة الوطنية وهي باحثة بالشراكة في المعهد البحوث المغاربية كما تعد قمر بن دانة من أبرز الوجوه في الساحة الثقافية وتعرف كمؤرخة للثقافة والحياة الثقافية في تونس ولها اهتمام خاص بالسينما
Professeure conférencière, elle enseigne l’art contemporain dans la faculté des lettres de Manouba, chercheuse à l’institut supérieur du mouvement national et aussi chercheuse collaboratrice à l’institut des recherches Maghrébine. Elle est considérée comme une des figures intellectuelles de la scène culturelle tunisienne. Elle est aussi connue comme historienne de la vie culturelle en Tunisie portant un intérêt particulier au cinéma tunisien.
As a lecturer, she teaches contemporary art in the Faculty of Letters of Manouba. She is a researcher at the Higher Institute of the National Movement and also a collaborating researcher at the Institute of Maghrebian Research. She is considered an intellectual figure of the Tunisian cultural scene. She is also known as a historian of cultural life in Tunisia with a particular interest in Tunisian cinema.

درس الإخراج في المعهد العالي لفنون الملتيميديا بتونس. بدأ مسيرته كمساعد مخرج إلى أن قرّر حمل الكاميرا وخوض تجربة الفلم الوثائقي. في رصيده العديد من الأفلام الوثائقية. ويعتبر المخرج عبد الله يحي من مخرجي فترة مابعد الثورة إذ قام عبر أفلامه بتوثيق أجزاء من حياة المهمشين مهتما بالمناطق التي عانت الأكثر من الظلم في عهد الدكتاتورية.
Il a étudié la réalisation à l’ISAMM et débuté sa carrière comme assistant réalisateur, jusqu’à ce qu’il se décide de prendre la caméra et entamer l’expérience des films documentaires. Il a dans son actif plusieurs films documentaires et il est considéré comme l’un des réalisateurs de l’après révolution 2011, ses films relates et conserves la mémoire et les paroles des classes marginalisées et braquent l’objectif sur les zones qui ont le plus souffert de l’injustice et la dictature.
He studied directing at ISAMM and started his career as an assistant director until he decided to pick up the camera and start experimenting with documentary films. He has several documentary films to his credit, and he is considered one of the directors of the post-2011 revolution: his films relate and preserve the memory and words of the marginalized classes and focus the lens on regions that have suffered the most from injustice and dictatorship.

ممثلة مسرحية وسينمائية، درست المسرح في باريس ثم عادت لتونس في الثمانينات لتساهم في الحركة المسرحية آنذاك. تعتبر فاطمة سعيدان من أحد عمادات المسرح الجديد مع جليلة بكار وفاضل الجعايبي والفاضل الجزيري وقد شاركتهم العديد من الأعمال المسرحية والسينمائية نذكر منها فلم عرب. برعت فاطمة سعيدان خاصة في تجسيد الأدوار المركبة ومنها نالت صفة "كوميديان". لها مسيرة حافلة بالأعمال والتتويجات إذ جسدت العديد من الأدوار في المسرح والسينما وعملت مع أغلب كبار المخرجين التونسيين. كما عرفت أيضا بتشجيعها للمخرجين الشبان فقد خاضت العديد من التجارب مع مخرجين في أول أعمالهم أمثال مليك عمارة وكوثر بن هنية ووليد الطايع. وتعد فاطمة سعيدان الآن أيقونة من أيقونات المسرح والسينما التونسية.
Comédienne de théâtre et de cinéma, elle étudie le théâtre à Paris puis revient en Tunisie dans les années 80 pour contribuer au mouvement théâtral de l'époque. Fatma Saidan est considérée comme l'une des doyennes du nouveau théâtre avec Jalila Bakkar, Fadel Al-Jaaibi et Al-Fadil Al-Jaziri.. et elle a participé à de nombreuses œuvres théâtrales et cinématographiques avec eux, dont le film « Arab ». Fatma Saidan excelle à incarner des rôles complexes ce qui lui vaut le titre de « comédienne ». Elle a une carrière riche en œuvres et en trophées, elle a incarné de nombreux rôles au théâtre et au cinéma, et a travaillé avec la plupart des grands réalisateurs tunisiens. Elle est également connue pour son soutien aux jeunes réalisateurs et elle a eu de nombreuses expériences avec des réalisateurs dans leurs premières œuvres, tels que Malik Amara, Kawthar Ben Hania et Walid Taya. Actuellement Fatma Saidane est considérée comme une icône du théâtre et du cinéma tunisien.

درست سهير بن عمارة السينما في المعهد العالي لفنون الملتيميديا. وقد لاقى مشروع تخرجها "خطوة القط" استحسانا كبيرا وفاز بجائزة في مهرجان سينما الهواة بقليبية سنة 2008، إلا أن شغفها بالتمثيل شغلها عن الإخراج. شاركت في العديد من الأعمال الدّرامية، واشتغلت مع كبار المخرجين في السينما مثل النوري بوزيد ورضا الباهي كما تعاملت مع المخرجين الشباب أيضا كعلاء الدين سليم وقد لعبت دور البطولة في فيلمه "طلامس" الذي نال العديد من الجوائز وتم انتقاءه ضمن احد أهم أقسام مهرجان "كان" . بدأت سهير بن عمارة مؤخرا خوض تجربة التمثيل المسرحي. تعتبر سهير بن عمارة نجمة من أبرز ممثلات جيلها التي جمعت بين النجومية والالتزام بقضايا العدالة والمجتمع وهي الآن بصدد التفكير في عملها الأول كمخرجة.
Elle a étudié le cinéma à l’ISAMM, son projet de fin d’étude « Le pas du chat » fut bien accueilli et il a été primé au FIFAK en 2008, mais sa vocation d’actrice l’emporta sur sa vocation de réalisatrice. Elle a joué dans plusieurs séries dramatiques et aussi avec des grands réalisateurs du cinéma tunisiens : Nouri Bouzid, Ridha El Bahi et elle a aussi travaillé avec les plus jeunes comme AlaaEddine Slim avec qui elle a joué « Tlames » le film tant primé et sélectionné dans la Quinzaine des réalisateurs au festival de cannes, comme elle a dernièrement entamé une expérience dans le théâtre. Souhir Ben Amara est de nos jours considérée comme une star de la scène artistique et médiatique tunisienne et une des actrices les plus talentueuses, actuellement elle est en train d’envisager de renouer avec sa première vocation à savoir : La réalisation.

متخرج من المعهد العالي للفن المسرحي، بدأ كممثل مسرحي إلى أن تم اكتشافه في السينما. له العديد من المشاركات في أفلام طويلة وقصيرة وتعامل مع أبرز المخرجين التونسيين والأجانب. أقنع غانم الزرلي بموهبته في السينما وفي التلفزيون إذ شارك في العديد من الأعمال الدرامية التونسية وحققت له مشاركته في مسلسل "عمر" في دور "علي بن أبي طالب" شهرة على المستوى العربي. وفاز بالعديد من الجوائز، منها في 2016 على شريط "عزيز روحو" سنة 2016 للمخرجة سنية الشامخ ويعد غانم الزرلي من أبرز ممثلي جيله.

Il a participé à de nombreux fictions dramatiques tunisiennes, et sa participation à la série "Omar" dans le rôle de "Ali bin Abi Talib" lui a valu une renommée au niveau arabe. Il a remporté plusieurs prix de meilleur acteur comme en 2016 pour « Narcisse » le film réalisé par Sonia Chamekh. Ghanem Ezrelli est considéré comme l'un des acteurs les plus brillants de sa génération.
After graduating from the Higher Institute of Dramatic Art of Tunis, he started out as a theater actor until he was discovered by the field cinema. He has numerous appearances in feature and short films and has worked with the greatest Tunisian and foreign directors. Ghanem Zrelli has been impressive with his talent in cinema and also in television. He has appeared in many Tunisian drama series, and his appearance in the series "Omar" as the role of "Ali bin Abi Talib" has earned him recognition in the Arabic speaking region. He won several awards for best actor, which was the case in 2016 for "Narcissus"; a film directed by Sonia Chamekh. Ghanem Ezrelli is considered one of the most brilliant actors of his generation.
جوائز 2017
شاهدت لجنة الدورة الثانية لمهرجان القصير بالكاف لسنة 2017، تناقشت وتشاورت حول ما يخص 20 شريط قصير: 10 أفلام من تونس، 6 أفلام من مصر، 3 من الجزائر، وفلم واحد من المغرب.
تود اللجنة لفت الانتباه حول مسألة التجانس بين الأفلام المنتقاة التي تجمع بين أفلام ليست على نفس المستوى من النضج التقني والجمالي. وبه وحرصا من اللجنة على أن تكون المسابقة عادلة قدر الإمكان، تقرر سحب هذه الأفلام من المسابقة الرسمية وهي كالآتي:

وتقترح اللجنة اعتبار وادراج أقسام أخرى في المسابقة الرسمية.

« 1999 » لهيثم سكوحي من أجل اللغة السينمائية التي جاءت في خدمة رؤية متفردة.
أخيرا، وقبل اعلان الجوائز تحرص اللجنة على ادراج ملاحظتين:
1- لمست اللجنة فعلا الحماس والطاقة النابعة من خلال شريط « نقرة » لسيف شهيدة.
– تمنت اللجنة من مهرجان القصير بالكاف، أن يتم تثمين مختلف المواهب المشاركة في نجاح الفلم وتمنت لو كان بإمكانها تحية هؤلاء الممثلين الثلاث:
